Brainwashing itself is the new method. It was created in the early 20th. a century and it should be effective against individual persons. But could the Soviets brainwash an entire nation by using subliminal commands and extremely rapidly flashing images? And did the KGB plan to use those methods against targeted western intelligence officials?
Large-scale brainwashing is possible by using modern technology. If the Internet's controller wants to make brainwashing operations, that is possible. When we are thinking about modern brainwashing. The Soviets could do those operations in their territory. But when we think about the ability to use the foreign information infrastructure for those operations. We should have a skeptical attitude. KGB didn't tolerate errors.
So if some head of the KGB ordered his subordinates to make reports about the effect of the high-level, large-scale psychological influence, the KGB officials should not say that is impossible. That means there could be many things that will never work. If those officials say that something is impossible, that would mean the end of the career. But those things are interesting views in the KGB'sway of thinking.
There is a possibility that the KGB planned to equip things like evacuation sirens by using those commanding systems. But did they make it? And did somebody sell those systems to private actors like an organized crime when the Soviet Union collapsed in 1991?

There was probably a plan to give tetrodotoxin to the key persons of the U.S. authorities. Sometimes people are claiming that the USA that Bezmenov mentions was the Soviet Union. And the plans and methods targeted the USA used to rise Vladimir Putin to power.
But the main goal was high-level propaganda campaigns and some kind of great brainwashing. The problem with Russian propaganda is that the KGB overestimated its power. But the KGB also researched things like repeating subliminal orders and flash images just like the CIA. The difference between the KGB and the CIA is that the KGB states in the state. Nobody controls the KGB and there was no way how to prosecute the people who worked in the KGB.
The thing is that the plans are not the same thing as the implementation. The KGB needed outside enemies because outside enemies justified its power. There were many plans in that security service, that claimed to be targeted against the USA. But they had domestic objectives. So when the former KGB officials talked about the USA, they could also mean that the methodologies that the KGB developed against the USA were meant to use against internal enemies of the KGB.
